Choose the “Citations, abstracts and keywords” Export option, and save in RIS format. – When browsing for raw data files to import, you may need to show “All Files” to view downloaded *.ris files

This import filter is for XML format. To ensure characters are displayed correctly in VantagePoint, before you import data, open the file with your raw records in a text editor (e.g. Notepad) and use “File->Save As” and make sure the records use ANSI encoding.
